It's used as both, it can refer to a person into anthropomorphic animal characters, and the anthropomorphic animal characters themselves. The furry tag on this site is used for the latter.

The worst thing is, they always flying around my ears when i'm trying to sleep. When I'm awake for killing them, they disappear instantly, then come again when i'm resting my head in the pillow. Now, whenever they terrorize me, i'll just hide inside my blanket so they won't land in my face.
