From a meta perspective, not exactly ideal armor for using the Stygian Zinogre HBG, at least based on innate skills. He could have nice decorations. Anyway, it looks cool tho I was expecting the Teostra HBG would be more appropriate for Napoleon.

Analyzing things because quarantine is making me run out of things to do.

From the pic, we can see that his armor set, at least visually, is:
Head: Sealed Dragon Cloth α+
Chest: Bone α
Arms: Rathalos α
Torso: Rathalos β+ (you can tell it's the MR version because it's much shorter compared to the LR/HR versions)
Legs: Rathalos α

The chest, torso, and legs are HR armor pieces, which also have layered versions. You wouldn't use HR armor pieces with an MR weapon, so we can assume that he's wearing those as layered and is rocking something else underneath.

The Sealed Dragon Cloth α+ has Resentment 1 and 2 Lvl 4 Deco slots. This opens up the possibility that those 3 armor pieces could be Safi β+, which gives him 20% Affinity and enables Resentment to activate.

The Rathalos β+ is weird. It gives him Fire Attack 2, 1 Lvl 4 Deco slot, and 1 Lvl 2 Deco slot. The Stygian Zinogre HBG doesn't have access to Flaming Ammo, and if you're running it you're running Spread 3, so this armor piece is dependent entirely on its slots.

With all that being said, here's a possible build with these armor piece restrictions, with the current Spread 3 HBG meta set for comparison, as well as my attempt at optimizing the Stygian HBG: https://imgur.com/a/0o4JPbY

This means Napoleon could theoretically have 1046.25 eTR, along with all the staples: Free Element 3, Spread/Power Shots 2, Recoil +1 on Spread 3, and a Scope. Swapping in some Raging Brachy and Safi armor pieces, he could potentially raise it up to 1111.45 eTR, a ~6% damage increase. This is assuming he continues to use the Stygian Zinogre HBG, since the current Spread 3 meta set with the Safi Burstcannon reaches 1190.56 eTR; almost ~14% more damage.

TL;DR: Assuming full damage decos, Napoleon is losing out on around ~6% more damage with his set choice, and up to ~14% with his weapon choice, but hey, he does look pretty cool.

This is literally the way people get rid of the villagers they don't want from one reason or another.

THOU, if i'm ninti , i would include an update where this mechanic got a penalty like: "Paying a truckload of taxes", "get other villagers been an asshole with you (including Isabelle lecturing you not to do that or Tom inceasing taxes on loans even higher)", or get a permanent rate debuff that increase everytime you bully a villager and get at MAX after to make it move

In that way , it would encourage people to keep them.
