I thought Magallan was just an owl that really likes penguins. She is the same race as Silence and Ptliopsis who are Liberi.

Liberi appears to be just a general bird race, named after the country they originate from, which is a parallel to the U.S. Orchid and Plume are also Liberi, and they're definitely not owls. Not to mention that every operator's E2 art features the animal they're supposed to be.

Orchid was supposedly modeled after Rothschild's mynah, while Plume was modeled after some sort of falcon/eagle.
