I think Clancy actually liked Halsey alot, in one of his books Jack Ryan is writing a biography of Halsey while hes working at Annapolis and dodging the IRA.

Captain Ramius disses said book in The Hunt for Red October, too. "Your conclusion were all wrong, Ryan. Halsey acted stupidly."
(In the book version, Ryan says dryly that Ramius is all set for life in the West, as he clearly can make a living as a book critic. In the movie, they're too busy being shot at for him to be witty about it. :)
