I'm not sure of the exact nature of the confusion here, but I suspect this may clarify:

The final panel above is from a "behind-the-scenes" feature released within the Mamange-verse as bonus content to the The REISEN movie series collection. The Reisen wearing the coat in that panel is the actress who plays the lead in that movie series. (Likewise, the rest of the characters there are meant to be the other actors in that series.) The Reisen chuckling in the bottom left is meant to be Mamange upon viewing this bonus content.
