This is a fictional world so perhaps WW2 hasn't started yet.

What does Harry Potter have to do with this? The part where Waver's wearing a coat? That isn't a Hogwarts uniform, and there shouldn't really even be a reason to believe that in the first place. It's straight up Waver wearing his normal stuff with a coat on.
