...Very expensive remodel, though. Those without extra protopults to spare might wanna save it for someone else. Functionally-speaking, she is close to an AV although she can't equip amphibious tanks and seaplane fighters.

From what I understand a regular person can give if they are allowed by the church I think but normally a priest.
A catholic can perform only the viaticum portion if no priest is available; the rest of the psychopompical ritual are sacraments reserved for the priesthood.

Well, she's dying in a military uniform, so if there's a war on there being more dead and/or dying than the available priests can handle would make sense
