I remember it being a regularly mentioned issue, cat complained about how much dog's eating habits affected him constantly and I'm pretty sure there was an entire episode dedicated to it.

That's exactly it.
Not that I'm really good at it enough to give people score/marks, but considering the MP boss is drawn in more stiff and detailed style, your interpretation should be the most correct to take it.
And Paracite seems to have thought so too.
