More general purpose tag to cover situations where the characters aren't completely nude. Also let's implicate exhibitionism to public indecency so we can use the latter as a catch-all. This is all based on an idea I got from topic #10680.

-1. Too vague and can imply things like groping or even kissing in public (or even holding hands), depending on your moral/sexual worldview. You could limit the definition in its wiki entry, but that just makes the tag unintuitive.

It also comes with all the baggage of a 'morally'-loaded tag. What qualifies as "indecent" varies depends on culture, race and religion.

Indecent_exposure might work better, but that is pretty much the same as exhibitionism, as intent is implied.

Going over topic #10680., my suggestion would be as follows:

Get rid of public nudity by aliasing it to exhibitionism. Use exhibitionism for all cases where exposure or partial exposure in public is intended by the person (even if done innocently and not in a sexual manner). Also use exhibitionism if the person is blackmailed or otherwise cajoled into doing so, even if he or she would be otherwise unwilling.

Don't use exhibitionism if the person is physically forced by another party or by tools into exposing himself in public. That would be covered by assisted_exposure, tied, pillory, spread_bar, and other tags, depending on the method of exposure.

Don't use exhibitionism when a mother or wetnurse is breast_feeding in public, except when it is obviously done with sexual intent.

Accidental cases of exposure can be covered by wardrobe_malfunction.

The degree of exposure can be covered by tags like nude, topless, bottomless. see-through, no_bra, etc.

I'll admit that the name I chose probably isn't the best possible one for a broadened public nudity tag, and if anyone can think of a better name then I would love to hear it. But at the moment I still very much stand by the rest of my idea.

public_nudity ought to be purged since it's basically exhibitionism nude. public is more useful since it covers any sexual acts in public view, and it's what I would think of when I see a public_indecency tag.

...actually, now that I've skimmed over an actual search for public_nudity -exhibitionism, I can see where both of you are coming from. Hell, in some of the posts I saw in the aforementioned search the characters weren't even nude; looks like the people who tagged those posts just didn't know about the exhibitionism tag.

I'm gonna drop my support for this request and create a new one wait for it to be rejected so that the system will let me create a new one.
