I've always taken the samurai_armor tag to mean a relatively full set of armor. We don't implicate individual pieces of armor (like pauldron, gauntlets, greaves, breastplate, etc.) to armor, and so I think we wouldn't here either.

I would prefer Japanese_armor over samurai_armor; not everyone who wears Japanese armor is a samurai.
