Usually I'll check pixiv tag/dictionary to decide that. And turn out all the summer event servant has a personal tag. Here's for Archer Artoria written as "Swimsuit Artoria" (even "Emiya" from Fate/Extra has it's own tag). And searching saber + swimsuit also shown result that far before Fate/Grand Order, meaning original saber without the water gun.

Also, there's this enemy in Kantai Collection, battleship_summer_hime which is also battleship_hime with swimsuit.

Yeah, I think that's a solid reason for the summer event servant to have their own tag.
Cassava /users/454758 tag:danbooru.me,2005:ForumPost/119897 2016-09-13T03:55:12-04:00 2016-09-13T04:02:43-04:00 @KyteM: emiya_kiritsugu_(assassin) would suffice, IMO. ...
emiya_kiritsugu_(assassin) would suffice, IMO.

Santa Alter is also pretty much the same person in a Santa outfit and Nero Bride is still Nero in a costume switch, just to name a few, so I'm just going by precedent. (As an aside, riddle me this: is Lancer Alter a derivative of Lancer or Alter?
