What's happened with inga? He's a character, yet shows up as a artist tag in posts.
Searched to look if there's an artist by that name, looks like there is but none using the exact tag.
Not sure how I can fix it.

I'd say no

Pleated

What is this tag for? One user (hunnicutt) had started adding it to a lot of pleated skirt posts but I'm not sure if the tag is needed or not.

If this tag were fully populated, it would be about 90% pleated skirts and about 10% hakama. The only other images currently bearing this tag are either frills or gathers, which aren't really the same thing as pleats.

In my view, the tag is completely unnecessary.

Same here, I only decided to bring it up instead of nuking it on the spot because there was a single user tagging it up.

On second thought, it might be worthwhile to keep pleated for garments that are uncommonly pleated, like blouses or jackets. I'd still be strongly opposed to using this tag for skirts, dresses, or hakama, though, since these would utterly dominate the tag and make it nearly useless for anything else.

Well it would probably need a lot of gardening in that case since people would probably tag it on those kind of posts but I'm not against the idea.

Upper body wiki says "An image of the upper body of the character, approximately from the navel up."
Portrait wiki says "It should not include more than the neck and the upper shoulders; if it does, use the upper body tag instead."

Which one is right?

"bust" is aliased to Upper body so the wikis aren't really oppose each other.

Upper body's using on images mainly focus on face through torso (chest, navel most of the time and occasionally groin with a little upper thighs). They cover the level between portair and cowboy shot.
