Yeah, but we see the lipstick tube's content^^.
The present description for the makeup tag states:
Used to denote characters wearing cosmetics on the face.
If it hasn't already been applied, we use the cosmetics tag, not makeup. This makes it possible when searching to distinguish makeup that's being worn from products still in their containers. Note that lipstick tube doesn't imply lipstick.

So that this should get changed to imply cosmetics.
The tag implication applying_makeup -> makeup has been rejected.
