People are tagging with [color]_leotard because they assume such implications exist. E.g., white_leotard -leotard amounts to 16% of posts tagged white leotard and black_leotard -leotard amounts to 20% for black leotard.

Looks like tug and pull mean the same thing in this context, and leotard_pull is way more used than leotard_tug.

*_tug actions are those that move clothing in any direction to intentionally cover more of a person's body/clothing due to a perceived lack of covering.
*_pull actions are those that move clothing in a downward direction to intentionally expose more of a person's body/clothing.
*_lift actions are those that move clothing in an upward direction to intentionally expose more of a person's body/clothing, or in some cases cause a wedgie.
adjusting_* actions are those that move an item of clothing in any direction that is not intended to intentionally expose or cover portions of the body/clothing.

Given those definitions, much of both of those tags need to be gardened from what I can see.

Basically this. Leotard_tug needs to be in line with the tags like shirt_tug and skirt_tug. It doesn't make sense to use a completely different meaning of "tug" here.

Presently there are very few posts tagged leotard_tug that actually fit this description, post #3834604 likely being the best example. Most of the posts with this tag have a character pulling their leotard up at the bottom to reveal their labia and/or create cameltoe, like in post #3514030 and post #3646341; these should be moved to leotard_lift for consistency with panty_lift and swimsuit_lift.
