I see that this tag has only 8 tags, but it got a wiki page recently and I don't think that there is much distinction between those two names (and it would avoid if we have two tags populated which are describing the same thing.

Probably so, although I don't have strong objections to tagging overlapping posts with both emoji and smiley face.
The tag alias emoji -> smiley_face (alias #14621) has been rejected.
