Do bikini skirts like post #2569657 and post #2691895 still count as skirts, even though the material doesn't reach all the way around? What about post #2423890, where the frills are only on the strap part and not over the part covering the groin? Will bikini skirts like post #2385904 need the microskirt tag?

There are some "special" skirts.

For example the showgirl_skirt should still count as a skirt (would be for Samidare's example). Isn't there a pending implication request...?

That last one looks more like just a frilled bikini bottom than a bikini skirt to me, although it does beg the question of where the border between them lies.

The first two are layered sarongs, rather than skirts.

I'm not sure what to do about this one, to be honest. I see it as less of a skirt and more of bikini-bottom with some material attached around. More input please.
