To avoid tag edit wars, which for tag categories can break the site, I'd much rather any contentious tags be started via a BUR. The above qualifies for that in my opinion. Really, anything that goes General -> Meta, or Meta -> General is a potentially contentious change.

Changing tags manually is really only for no-brainers, like a Character tag incorrectly marked as a Copyright, or an Artist as General.

I see that you are a Member level user, so you can't do this. But maybe having a short discussion about it and if concensus is reached let a Builder quickly change it.
That goes much faster since we don't have to rely on Admins to approve a request.
