create alias skirt_down -> skirt_pull

Via my own observations, skirt down seems to be used in the same way as skirt pull.

Both tags are used to describe a skirt being pulled down the legs (the latter is used more often than the former however).

Seems like several *_down tags have already been aliased, yet there are several more remaining. Those should probably get aliased too, but in their own thread of course.

Meh. I'd prefer retaining the distinction that was suggested the last time this alias came up and use skirt down for skirts around the ankles, as in post #3149460. But after a decade of both tags being used interchangeably, with no usage guidance from the wiki, any such reorganizing is painfully overdue. Both tags may still be worth keeping, but there's a lot of work to be done if we do.

Might be time to move the "proper" skirt_down posts to something like skirt_around_ankles and retire skirt_down.
