The l_u_s tag wiki admits that it's mostly pantyhose anyway.

On the surface it looks like a pointless umbrella tag, but it could actually be useful because it includes leggings.

Besides pantyhose and leggings, legwear_under_shorts is also being used with bike shorts. I didn't know those counted as legwear, but forum #68014 and forum #89148 seem to imply they do. bike_shorts_under_shorts also exists, with slightly over twice the tags as bike_shorts legwear_under_shorts.

They certainly don't for any other tag.

Bike shorts are totally not legwear, they are shorts.
