If it's because of the sketch-like quality of the image, that's because it's a parody of the music video for A-Ha's "Take On Me".

I'm not an approver, so my opinion on this doesn't really matter much, but I'd bet that the approvers knew it was a parody (it was tagged, after all) and weren't bothered by the sketchiness as much as the way that the girl floats over the background in a completely different art style, with different line weights and shading style than the rest of the piece, without being blended into it at all. It has the visual effect of making her look like she was copied and pasted from somewhere else.
