Reason: Shinjuku is part of Tokyo.
to make tag clear like shibuya_(tokyo), ginza_(tokyo), akihabara_(tokyo) etc.

Shibuya can also be a name, so clarification is good in that case.
Ginza arguably doesn't need it. I've never heard of it as a name, but there's 1 tagged character who has it as their surname. It should be fine to keep that one as is.
Akihabara can refer to more than one distinct location (as mentioned in its wiki entry), so clarification is good.

What does Shinjuku need to be distinguished from?

Shinjuku isn't a name and I doubt there are any places or objects named identically that are as recognizable/widely known as the location in Tokyo. Besides, if there was a character or object named as such, I think it'd be distinctly tagged as shinjuku_([copyright_name]) and shinjuku_([thing]).

Ok, maybe I overthink ahead of time. when the time comes then distinguish later.

We're qualifying all the other wards of tokyo (see the list in tokyo (city)), so it's easiest to just qualify all of them.
