While it's not technically wrong as she voices both Rinfaces, is there a criteria when tagging a seiyuu with the characters they voice? I'm aware that the seiyuu connection tag is used when two or more characters from different series are in the same picture together.

We have 450 posts under ishtar_(fate/grand_order) ereshkigal_(fate/grand_order), the voice actress tag should only be used when there's a clear connection. In this case both characters come from the same copyright and are frequently shown together, so there's no basis for it.
If this was how the tags was meant to be used then pictures of more than one of the Sendai class from KanColle, or with Nagato and Mutsu together, would be tagged with sakura ayane...
I've always thought of trait connection as something characters in the image all share, like personality or archetype.
In the case of the three Rins as you've said, you have the pseudo-servants along with the original vessel. Maybe something expressive or what-not they share in common should qualify for trait connection imo.
Well, if those should be tagged as such then someone should make a list of such characters from F/GO so they can all be tagged appropriately. I don't follow the series but I know there's a few Sakura clones too.
I think multiple persona is the only tag necessary for multiple pseudo-Servants with the same vessel (or depicted alongside the vessel.) It's an extended version of dual persona, which in fact gives "Saber & Saber Alter" as an example of when the tag should be used.
You could argue that Ishtar/Ereshkigal have a slightly different connection than Saber/Saber Alter do, but it's pointlessly splitting hairs. The fact that the Nasuverse gives a variety of different in-setting justifications to explain why various shared personae characters are like that is not a good reason to tag them all differently (though when no justification is provided and the presumption is that they just look naturally similar, like Jeanne and Okita with respect to Saber, they shouldn't be tagged at all IMO.)
Besides, Ishtar/Ereshkigal literally are dual personae in Babylonia, though the same is not true of, say, the various Mysterious Heroine Xs.
To clarify, I'm not necessarily heart set upon the multiple persona tag in particular, I just think for the sake of sanity, we should pick one tag for all this FGO alternate character stuff and stick to it regardless of the precise in-universe details. It could be a different tag or a brand new one if someone thinks it's more appropriate.
However, if it's not dual/multiple persona, some Fate characters will probably get tagged with that anyway (like the spoiler I mentioned) and there's no argument for not doing so.
