I know that in order to apply, a character has to be completely naked underneath (she's wearing panties), but I reckon that would be the type of image someone would be looking for if searching with naked_overalls.

I can't help but feel that only tagging it with ribbons in inadequate for this. Maybe there should be a tag to describe ribbons being wrapped around someone's body in this manner? I know there's naked_ribbon, but I'm not sure if it's applicable.

That's good enough for me, then.

I'll also go-ahead and adjust the naked_overalls wiki so that it'll accommodate people who are nearly-nude as well, similar to naked_ribbon.
