Going by the current definitions, grim_reaper is a subset of death_(entity), thus anything tagged grim_reaper should also have the death_(entity) tag.

There's an canon incidence of him being in-the-flesh, which, if ever depicted here, likely wouldn't qualify as a depiction of "the grim reaper".

The Death (entity) wiki definition carefully allows for depictions/personifications other than the grim reaper so an implication rather than an alias may be more appropriate.

The Grim Reaper is the personification of Death (entity) itself, and tagwise are the exact same thing.

For the Billy & Mandy character, the tag grim_reaper_(character), grim_reaper_(billy_&_mandy) or grim can be used since the he's name IS Grim Reaper, which can also be implicated to either of the above.
