This is visually distinct from covering both breasts, so I think it needs a separate tag. It has sometimes been tagged as covering_breast, but that tag often gets mistaken as a duplicate and removed. I tracked down the legitimate examples using a Google site search (as good as I can do for finding the history of an individual tag) and added covering_one_breast. I think an alias should be in place for those using covering_breast legitimately (and for those who use it in error for covering_breasts, they will notice immediately with the alias in place).
