Depending on the pistol and round used, it could possibly be made of Titanium. It's stronger and lighter than Steel and is a candidate. It could also be a special composite such as Kevlar with a metallic shell. Either way the energy put in by the bullet would have ripped the tray out of her hand and smacked the target in the face, possibly killing him from the impact depending on how it flew.

TL:DR Nominated for "How is that possible?" pool
It's Madoka, therefore ripping it out of her hand is out of question. As for the energy and possibility - how about moving the tray slightly up in the moment of impact, so the bullet's energy is laid over a bigger surface?

Yeah a 9mm more or less drills into a target instead of punching into it like a .45 would. 9mm has no stopping power and less likely to go through some metal objects like a metal tray.
