Yes and No. It's part of the original "Lost Witch" picture series (nothing to do with GuP). At the same time, the artist explicitly names each "visible" pilot on the side of the aircraft as being GuP characters. One character is named by a GuP inside joke no less. Character tags should apply at the very least, which brings about the series tag. Can't tag a character without the series. Always acknowledge copyrights. Miho Nishizumi and Yukari "Oddball" Akiyama are GuP copyrights.
If a senior third party is to overturn that that's on them, but I take copyrights seriously even when they may seem mundane.
By the same token, every "M. Nishizumi" and "Y. Oddball"-named person in the anime pantheon belongs to GuP, never mind if the M actually stood for Makoto and the Y for Yagane. Pilots don't often fly in their own named aircraft--that might not be them. Plus it seems odd to have prettified tank crew flying an F-4J during the Vietnam War, an F-4 that appeared previously sans this pilot and RIO. Does the commentary explicitly state the connection? Here's where we need the services of our translation folks.
Where you see copyright I see speculation. Pixiv's haphazard tagging and my Japanese illiteracy doesn't help. In this case, however, you're probably correct.
Tagging can be a pain at times like this. I took a good hard look at the artist commentary. It doesn't specifically mention anything GuP-ish so... While the names on the side are definitely a joke/homage to GuP, I think that the pilot's themselves being truly those characters doesn't fit the overall established spirit of artist's works.
So now I'm less certain of the appropriateness of character tags so I shall follow the "When in doubt, don't" rule. Ahh, subjectivity.
It's probably fine to tag it Girls Und Panzer, since the names are an obvious reference to the characters. However, it's probably not beneficial to tag the characters, since there's no indication that those are "the" characters beyond the name reference on the plane, also the fact that the artist made no reference to those characters or that series on Pixiv. Plus, when people search for a character tag, they want to find that character. Not a name reference to that character.
