Her luck isn't actually bad though, it's just average. Although honestly it should be higher IMO. If Hiryuu can magically get a huge bump because she managed not to die like a bitch once then Shokaku who survived and contributed to no less then four carrier battles and lived two plus years longer should sure as hell get something too.
You can find it on the Wiki, but the long and short of it is it's the same as probably like 75% of the ships in the game being better then the few truly cursed vessels and worse then a few very lucky ones. It's by no means bad, but as noted I personally think it ought to be significantly higher. Hiryuu was given a massive bump seemingly just because she avoided dying with the rest... for a few hours. Shoukaku surviving multiple engagements, repeated battle damage, and contributing to sinking a number of vessels and surviving years longer however is apparently worth absolutely nothing.
The 5th Division ships in general got shafted on stats in my view they were just superior vessels in every measurable way and both had much longer and more successful wartime careers then the 1st and 2nd division ships, but the stats do not effectively reflect that.
Shoukaku's bad luck is in context of 5th division. She sucks the bad luck from Zuikaku (or have it thrown at her direction, depending on your perception). So she's the one getting damaged while Zuikaku is all good.
Just like Hiryuu, just in certain context. But well, still better from the explosion-punchline-duo Mutsu and Taihou

Seabird roster Kaga in particular should have absolutely shit stats if we're going for historical accuracy. Particularly for HP and armor. Heck, 1stCarDiv carriers suck since they're converted (badly) from a battlecruiser and a battleship, respectively.
Granted, their pilots were better, but that's more of a result from the IJN's retarded policy of not moving around their pilots, so the longest-serving (and most flammable) ships got most of the veterans.
(...not that I don't like Kaga and Akagi. Kaga delivering almost every line with her distinctive deadpan voice has a certain charm, and so does Akagi's gluttony. Plus ZuiKaga is a match made in heaven. It's just that the actual RL ships make the naval geek inside me cry... a lot. Then again so do most feats of IJN engineering.
