Actually, Iowa was upgraded during the war, in January 1945.
She received the same enclosed bridge as Wisconsin/Missouri. Besides that, she replaced almost all of her radar systems. The only thing that stayed the same was the SK air search and the Mk.12's on the 5 inch directors. Almost everything else was replaced or moved in order to make room for new radars.
Really puts the rate of technological advancement in perspective when a brand new battleship from 1943 is having her entire radar suite replaced not even 2 years later.
However, due to this refit she was still steaming to Okinawa when the Yamato made her last journey.
The F35 isn't exactly the best carrier-based fighter airplane in the world. It isn't even particularly good at the whole "get into and stay in the air under its own steam" part of flying, which I'm pretty sure is the general idea of aviation.
A more Tanaka route of upgrading Wo-Neechan would be to have her be in the boss node, require Bisko and at least 2 other DKM Schifffrauen in your fleet to be allowed to get to the boss node, and then see that Goddamn Tanaka™ gave Wo biplanes.
