It was the Briton Praetor that did that after he forcibly took over her kingdom when her husband died, and it wasn't just the daughters, Boudica was also raped and beaten before the public too.

In-lore, many Servants who qualify for Avenger actively avoid manifesting in it, as being saddled with the Class Skill Oblivion Correction sucks horribly even if it's very powerful. Boudica prefers to remain a Rider who simmers with rage towards Rome because it's better than being nearly incapable of emotions other than rage and hate while having her most painful memories constantly replaying in her mind as vividly as when she first experienced them. Even Jeanne Alter tells you that killing Avengers you meet is more of a mercy for them than anything.
Summer was just the straw that broke the camel's back, especially because Nero was once more hogging the spotlight in her own new swimsuit.

I think a class that might make sense and fits would be berserker class. Avenger isn’t exactly a class that is meant to be summoned normally and not for most servants, with FGO only be a exception becuz whoopie loopie Chaldeas.

I don't think she can qualify for Berserker. Mostly due to, while being a rage that burned itself into her very soul, she was also cognizant enough to order troops and develop tactical strategies that almost drove the Romans from Briton.
And the reason I believe she does qualify for Avenger was, at that time, Rome was the world and Boudica was just that vengeful that she wanted to raze *all of it*.

Not all berserkers are completely mindless remember. Some actually have cognitive thoughts but are still moved by anger or hatred. Compare to a class like Avenger, which can’t really be reached conventionally, it makes much more sense.

To be a natural Berserker class, they need to have gone berserk, that is, lost their reason, at least once during battle. Some Berserker servants are not mindless beasts, but the primary trait of the class is madness, not rage. Rage just happens to go along with madness often.
Outside of that, it's also possible to force a servant to be a Berserker regardless of their history using special summoning rites, but this almost always reduces them to a wild, unthinking beast.

Berserker is a unique class even among the starting seven because aside from Relic fishing for a servant, they have a unique inclusion line in the ritual summoning to even fish for the class. Otherwise the servant you'd summon as a berserker would instead be summoned in a class more inductive of their abilities.
Herakles and Lancelot both are ideal examples. Herakles best class is actually Archer, and Lancelot's is Saber, but both are also insanely powerful as berserkers due to the pure distilled insanity they suffered from.
