The best part is that in ACNH, it doesn't even work. Data mining has shown that friendship values affect the move-out possibilities, but they're not the sole determining factor, and it's really pretty much down to randomness. So there's a lot of players being assholes for no effect.
(Honestly, the most reliable way to get rid of a specific villager is to get an Amiibo in the campsite and have them move in; you can then just pick which animal they replace. The drawbacks there are the short supply of Amiibo cards and that there's no Raymond card.)
