How does one aim it? Doesn't look like it rotates. I suppose it was created to bombard a specific location? Also the projectile doesn't seem like it'd remain very stable.

It's fantasy concept art, practicality isn't even on the radar here.
You wouldn't need to move the projectile's angle much, even 1 degree of variation in any direction (up, down, left and right) is more than enough to cover a wide target range over a long distance. As for short range. . . pray you're fighting Tusken Raiders.
From what I understand from what it says at the pixiv page, the target is fixed, it's the capital of the Central Empire. And that the arrowhead is propelled to go even faster, in two boosting phases. And that its orbit is adjusted during the flight.

Funny thing is, it looks so slow i can't tell if it actually helps launch the ships at at all. At least the Gundam/mobile suit jumpers actually look like their doing something.
