Potemkin would win. Higher reach and easier to move in on opponents. He doesn't need Tager's puny soviet magnet. Potemkin would also be likelier to stand a chance against v-13 than Tager.
Let's do a little deductive reasoning here, shall we?
Tager uses heavily magnetic attacks.
Potemkin wears metal gauntlets.
Tager Magnetically Charges and Potemkin swings.
Now add that magnetic pull that can drag non-metallic characters charged with it across the screen to Potemkin's already metal gauntlets with a considerable charge of the same kind behind it and... you can probably just count on finding Tager's head sitting up somewhere in Rio, among other body parts.
As someone that mains both Tager and (has mained) Potemkin, PO is much better... right now. However, Tager still has room to grow. Who knows, by the final BB game, Tager could be among the best characters in the game, and the best ArcSys grappler to date.

There's also the implication that Potemkin wears the collar these days just to hold his strength back (His IK is basically him removeing his equipment and doing a full power punch)

Slowpoking, but Potemkin doesn't need his gauntlets or collar to fight, he uses them to keep his insanely high physical power in check. If he takes them off, every single punch he swings with be the same exact power of Magnum Opera, his instant kill. He has canonically destroyed *AIRSHIPS* with one punch from his bare knuckles.
