Up to Gen 5, all the fire starters resemble one animal in the Chinese/Japanese Zodiac.
Charizard = Dragon (albeit not Dragon type, just resemblance) Typhlosion = Mouse (Resemblance also, but Cyndaquil is known as the Fire Mouse Pokemon) Blaziken = Rooster Infernape = Monkey Emboar = Pig

A possible cycle is Fire/Psychic, Water/Dark, Grass/Fighting. Both types would be effective against the one that's supposed to be weaker.
Also, NO MORE FIRE/FIGHTING STARTERS GAMEFREAK HAVE WE NOT MADE THIS CLEAR?

Well, you have a point but then why did they give Empoleon a water/steel type? That just removed his weakness to grass type attacks. Of course, it did give him a weakness to ground type, which torterra possesses but I think that advantage is nullified by Empoleon being able to use Ice Beam, an attack that Torterra has a double weakness to.
Anyway the point is, Empoleon is a starter and he has an advantage over his rival starter, Torterra. So a fire/dragon starter that has an advantage over its rival starter shouldn't be too unreasonable to ask for. I think it's just that Nintendo hates fire types.
