Slightly, but if you follow the link, you'll see it's both A) semi-fine dining that has no resemblance to prison food, and B) kitschy to the point of nearly being a haunted house; if the slideshow is to be believed, there are skeletons wearing jumpsuits and mysterious bloodstains that glow in the dark. Sort of like a Planet Hollywood, but for prisons.
Now we just have to find out what the conceits used by Gatten and Bistro Church are...
Edit: Found Bistro Church. http://www.bistro.cc/ From the slideshow, I'd guess the main conceit is "wedding chapel", which is definitely at odds with the haunted-prison-style one. I wonder if the real difference is that Sanae is looking for fine dining, while Hitoshi is more inclined to what would be called meat-and-potatoes on this side of the Pacific. (I wonder what he'd make of Shepherd's Pie...)

The beauty of presentation. When a pasta cooked by cheap ingredients is served on a porcelain bowl with diamond studded fork on oval glass table, the price rose up easily by 300-400%. Human's psychology on perceiving value and beauty by the looks, I guess.
Well, the money for that expensive tableware has to come from somewhere, and whoever bought it is going to want a return on that investment. The same goes for training the workers-- a chef can do more with the same ingredients than a less educated or experienced cook.
I kind of wonder, though, if Kogasa can find the food she likes at the restaurants Sanae wants to visit.
