My bet's on Junko, she seems to have by far the most optimal loadout.
Sagume and clownpiece are both overly focused on offense. Heca's heavy apparel is more specialized for formation fighting, which lowers her odds in a 1v1.
(This is perhaps in line with her ability to have 3 bodies, but even then there's still the obvious debuff of being fucking blind.

Honest question: Does Gimai-chan really qualify for empty eyes just because she has no pupils? They still have the usual "glint of light/life" at the corners of the irises like every other Tawawa female character.
