Subset and missing an implication.

EDIT: The tag implication breast_lift -> breasts has been rejected by @Type-kun.

If every way of a character interacting with their breasts is getting an implication to breasts then there needs to be a way of tagging these things where the breasts themselves aren't noticeable or are small enough to be included in flat chest territory.

Well, yeah, some posts in flat_chest breast_lift wouldn't allow this implication.
