Zettai ryouiki can't be used if the panties are visible. Does that include when it's only the side ties?

That rule about visible panties is kind of arbitrary and was added to the wiki without any sort of forum discussion or attempt to reach group consensus. It was later brought up in topic #8720 secondary to the conversation about whether characters in shorts can be properly tagged zettai_ryouiki, but that portion of the debate was more about upskirt perspectives than what you're asking. Only much later was this rule bumped to the top of the tag's wiki in highly unprofessional all-caps for whatever reason.

It's also a rule that gets ignored on a regular basis: see panties solo zettai_ryouiki. Some people take this concept much more seriously than others.

Personally, I don't think visible waistbands/side-ties violate the spirit of zettai_ryouiki. They don't cover any portion of the buttocks or crotch, which seems to be the most relevant part as far as this tag is concerned. Unless I'm completely wrong, in which case there are about ~600 shimakaze_(kantai_collection) zettai_ryouiki posts that need to be corrected.

Do you mean how the swimsuit fabric reveals most of her stomach/navel? If so, I would definitely throw in a navel cutout tag in there.

Is there a good tag to describe what's happening in this image? The only thing that came to mind was optical illusion but I'm not sure it fits, I was suggested optical camouflage by another user but that tag doesn't exist.

Double Exposure to describe the visual effect?
I tried looking around for art that had something like an invisibility cloak (like from Harry Potter) to see how others might have tagged it, but no luck.
