Only 100% full-blooded elves are accepted as elves. Anything less and they're half-elves (because elves are a bunch of damn purists like that). At less than 50% elven heritage, it's actually more common for them to be considered human. So half-elves are all 50%-99% elven.
Funny thing is, I didn't just make that up.
