The names of the major arcana in Tarot are not literal. The World arcana is not literally "The World." Though, I don't see why people are dissecting the character picks here. The artist clearly was going more for wordplay luls than characters who most fit the major arcana.
Apparently, add the month you were born, day, first two digits of the year, and last two digits. And then you add the two numbers of the sum together. If you get 3 digits, add the first two digits to the last, although I guess it doesn't quite matter too much.
Using that, I got either The Moon or The Hermit, both of which are kinda fit me.

I don't believe it tells the future like it's usually shown to in movies and stuff. I moreso believe it offers guidance. Basically, you get a reading and it makes you think about how it applies to you. There's insight and knowledge to be gained from that.

Everyone likes victory. I just figure I'm more of a Stregnth.
But it's funny because, using that system, both my mother and brother are Heirophants. So me being a chariot creates a Keine/Mokou combo which fits suprisingly well.

As for the artist's choice of characters, I don't think there's really much thought put into the actual meaning of the tarot card itself, but rather what each touhou character is well-known for (like Suika is known for being ridiculously strong).
I mean >_>; Yuuka was only chosen for The Sun because the card in Japanese is read "Taiyou" and a word for "Sunflower" can be "taiyou no hana". Kaguya was chosen for The Moon with a similar process of thinking.

There are a massive number of ways to do a reading, from a full on spread to just a 3-Card Spread using only Major Arcana.
