Currently, the tags seem to be being used interchangably. The wiki for manacles just says it's cuffs, which can be for hands or feet, and the wiki for shackles explicity says arms or legs, so there's no actual difference between the wiki definitions either. If the intention was to have them be used differently it has failed.
