create alias smoking_pipe -> pipe

From the pipe wiki:
A smoking pipe is a tube with a small bowl at one end; used for smoking tobacco.

So the wiki suggests that both tags are the same and as far as I can see they are also used the same way. But this alias is contructed from the lower post count to the higher.
But I want to ask if the request should be the other way round, because it might get confused with pipes? And the wiki also speaks of smoking pipes...

The tag alias smoking_pipe -> pipe has been approved.

A tag cleanup might be in order, I think I've seen quite a few images with non-smoking pipe being tagged pipe. I assume drainage pipes and the like should be tagged pipes now?
