Is there a tag for the hat with the tempura-like things Parsee is wearing? It seems to be a part of uchikake.

Looks like it could use some populating, then. There's plenty of images tagged uchikake with those.
Do the hoods count as tsunokakushi as well?

It's the other way around. Tsunokakushi is counted as hood. Depends on the shape, really.

Hmm. Then I'll just tag the sort-of-hat-like stuff tsunokakushi and leave the more hood-like stuff alone for now.

Is it really a crossover if the characters are from separate shows, but the same continuity?

The characters canonically exist in the same universe, and at the same time, so no. None of the other pics with characters from both series were tagged as such and now this one isn't either.
"Crossover implies that characters from two or more series are joined in one scene."
-> No crossover picture.
Although...is there another tag for such an occurence?

It's like a combination of china dress with sleeveless turtleneck
Do post #2471467 and/or post #2471484 qualify for hime cut, keeping in mind topic #11788? If not, is there an "almost hime cut" tag?
(Since @Anonymaster wrote that topic, I want to include them in this discussion)

For me, it's not a hime cut. The end of locks aren't neatly cut, which is a particular characteristic of hime cut. I think blunt bangs + sidelocks are sufficient for those images.
Have we got a tag for the drum baths other than the drum_bath tag? (which only has 32 hits) The proper term is goemonburo but it doesn't look like we have that tag here.
post #2462926 and post #2471816 as it mentioned in comments, it's a clear reference to Shimada Fumikane.
Do we have a tag for this situation similar to artist self-insert?

I'd say http://danbooru.me/posts/2471484 applies, since the only thing sort of going against it is the wavy hair at the back, while http://danbooru.me/posts/2471467 is less applicable since as Sacriven said it's got the curly sidelocks. Frankly those two posts aren't that much to worry about and would be debatable from either side; when it comes to removing the tag from images I leave ones like those alone and focus more on the far more egregious examples listed in that topic (which still continue to pop up regularly).

shoulder_cutout for those shoulder-holes-things. Not sure if the shirt has a tag itself.
Should clothed_sex be used when two females are engaging in it as in post #1440854? The sex tag is limited to heterosexual penetration.
Does anyone know what the creature next to Kuma in post #2427404 is? I know it's some type of shinkaisei-kan, but which one exactly?
