Well, either the black top and the white skirt are one piece, so it is a dress. Or we have a black shirt and a high-waist skirt.
And I don't really see the leg sleeves, since dresses or skirts tend to fall in that area between the legs.

Just a few ideas. That costume design is so bizarre I don't even know where to begin. The dress doesn't look like any I've ever seen before; I'm not sure whether it can even be called a dress. Also, that jacket appears to have the biggest drawstring I've ever seen.

that's one option i think. another is to completely separate the japanese version from the western one instead of a subset. i feel this was discussed before without resolution?
