create implication hat_tip -> hand_on_headwear

I guess you have to touch the hat and the hat needs to be placed on your head for this to work.
Hats are also some kind of headwear and even if hat tip applies to visor caps: Visor caps are also a subset of headwear.

Actually, the hat ould be removed as well and then you shouldn't use hand_on_headwear...
