Similar to Mizuki and You, Koumi and Kouta were used in PVs for the games and are also used on Pixiv.

It feels a bit weird that what is essentially the same characters should be tagged with a completely different name in another design. I'm just guessing here, but isn't that the reason Hibiki is NOT tagged as Hibiki even in his HGSS design?

Usually you'd use the copyright tag in conjunction to the character tag to search for outfits/redesigns exclusive to that game. Pokemon's only an "exception" because one user pushed game-specific character tags HARD, and no one really bothered to stop him.

Since it's the same character, I'd rather alias them to a single tag for both. We can add Koumi and Kouta if needed.

Are you sure you aren't talking about the Fate series because there it is prolifically done this way.
Can't recall that it is done for Pokémon at all, at least not for the more known characters like natsume_(pokemon) or kasumi_(pokemon).
