I thought dragons counted as animal, or are they monsters instead?

For the same reason, fake tail should imply tail because otherwise we'll have half of the pics in fake tail having tail by implication and the other half being in tag limbo until someone recognizes the kind of animal the tail is supposed to be of.

Also I proposed something similar in topic #14499, might as well bring it up now or that request will be forever forgotten.

See the tail wiki that states the following:

In general, don't tag this on an animal unless there's something special or noteworthy about the the tail...

One could argue that a split tail is noteworthy, but then some nekomata are cats and have split_tails, so I think it's better to have that seperated again.
