This is a list of characters with their copyright tag(s) who have over a 98% share ratio, but under 100%. A bulk update could be applied to the list to add all the missing copyright tags. I can also produce a list of where *_(copyright) aren't perfectly shared.
I don't think there's a case where a char tag can exist without the copy tag since most chars have a 100% share rate with at least one copy tag.

What about characters from multiple copyrights who have different appearances in each? This was brought up in forum #97337 as an argument against letting character tags implicate copyright tags, and it could potentially be a problem here as well.
There's also the fact that not all character tags may be tagged correctly.
