Those three are distinctly different from one another. Broken wall is for, as the wiki page states, the wall has been wrecked. Cracked wall is for a wall with a crack or many cracks in it - this doesn't necessarily mean that it is broken. Hole in wall is for when a wall has a hole in it. This may be cracked, or broken, or neither.

With regards shatter and shattering - there are two things being covered here as I see it - a shatter effect in the image itself or an object that has shattered. The latter is more common than the former. These could either be made distinct (as they are different things) or put in together (as the image itself appearing to have been shattered is still roughly the same as an object in the image being shattered). At the moment both seem to be in all three tags and as such two of the tags are superfluous.

Crack and cracked COULD be distinct but this would be difficult to maintain as such so should probably be merged. Crack is the more established tag, and there is no real difference between the tags in terms of images.

Breaking and broken are fundamentally different - the former is for the act of breaking something (which doesn't necessarily result in something broken at the end), whereas the latter is for an object that has been broken. Break is both ambiguous and barely used.
