I'm guessing it's supposed to be redundant to bikini_tan/one-piece_tan/slingshot_tan, though I'm open to the possibility of a swimsuit tan that doesn't fall into one of these categories.

Unless a garment other than a bikini/swimsuit is shown removed in the image, the normal conclusion would be that the tan is from a swimsuit/bikini so the tag feels redundant.
